RX7900XT Video playback (decoding?) choppy - Faulty GPU?

Hi there,

I have an RX 7900XT and I'm not able to consistently play video smoothly. The video will show a frame, then freeze, then eventually show another frame (Maybe 1 frame very 3-5 seconds or so, but not consistent).
Audio works just fine out of HDMI on the GPU and plays smoothly.
Here is a video I uploaded demonstrating the problem:
https://youtu.be/EetNeELbuCA

Sometimes, very rarely, I can boot the computer and the problem will not be present. If I leave the computer on it remains working, but unfortunately I do need to turn the computer off sometimes.

Also, upon reinstall of Windows, the problem will disappear for a while... after install of Radeon drivers all seems well, but 1 or 2 days after that, the problem will return.

I have tried following steps to diagnose/resolve:
- uninstalling and reinstalling drivers
- reinstalling windows
- Installing the GPU in a totally new comupter
- Disabling Integrated GPU in BIOS
- Installing chipset drivers
- Toggling options under "Video Playback" in Windows  (the example video there has the same problem)
- Toggling options in the Radeon drivers
- Experimenting with different resolutions and refresh rates
- Experimenting with different monitors/TVs (display port + hdmi)

Despite all of this the problem remains. I'm not sure what else I can do at this point.

Having replaced all components apart from GPU, I think the problem must be either with the GPU itself or Radeon drivers. Looking online this does not appear to be a common problem so I'm leaning towards the GPU being faulty.
However, GPU plays games really well so I'm not certain.

Is there anything else I can test before looking to return the GPU? Given how specific the problem is I'm not sure how much luck I'd have ith an RMA.

I've had this problem in two machines now but as per guidelines will give full spec of the current one.

-Windows 10 home

-XFX MERC 310 RX 7900XT
-Asus PRIME X670E-PRO WIFI

-AMD Ryzen 5 7600X
- Crucial PRO DDR5 32gb kit (2*16gm dimms) @ 6000MT/s
- Evga supernova 1000W
- 2* 500gb NVME SSD
- 1* SATA 120gb SSD

Evey component other than the GPU has been swapped. The other computer I had the GPU in was an 8600K intel system.

Thanks for replying. I've been testing...
initially I was skeptical as I had previosuly tried that, but disabling hardware acceleration in both the browser and in VLC did improve things massively. Thanks for that!

However, I still see some stutter during video playback, specifically fullscreen playback. It would be acceptable, but my PC is what runs my TV so it's a big deal for me.

I'll try my luck RMAing card as hardware acceleration is something the card should be able to do. I also have a case open with Radeon. If I find any solution other than RMAing I'll post it here.
