windows signin error not loading profile

Every time I turn on my laptop i get a user profile sign in error (image 1). If I keep inputting the password it will eventually work, but it will load into windows that is on a light mode and is missing half my icons (image 2), If I restart the laptop after it lets me sign in, it will sign in the first time no problem and then load up my correct settings/ desktop icons.

ive ran “sfc /scannow” in CMD prompt but nothing changed
What would cause this, How can I fix it, How can I stop it from happening again?

Personally, I'd get ready to do a fresh install of Windows.

 

Get yourself a USB drive and make a bootable Windows Install media from Microsoft direct with the media creation tool.

 

Get all your files backed up to the cloud and / or another drive.

 

Do a fresh Windows install or at the very least try a repair.

 

If its an older laptop that hasn't had Windows reinstalled in a while (or ever) then a fresh install is always a good idea and a great way to make things feel a bit snappier.

Is that a local user profile or are you sing a microsoft account? If it's a local account, just create a new admin profile account. Just make sure that all your files from the previous one is shared to all.
