What did you expect or want it to be?
I would prefer 100%, but some ppl have expencive power or batteries (notebooks and such) to deal with so they might want to set it a lot lower.

(It's the minimum speeds allowed for your CPU in windows btw).

Something lower like windows balanced which is set at 5%

Ah ok, well you can set it that yourself.
As for why it was set like that i have no idea. Most of the time when i check the power plan it is indeed at 5% in balanced... So yes kinda weird.

It shouldn't, its just to conserve power when the CPU isn't doing anything. Kinda like down-clocking but not really.

If you're on windows update 1903 and up, latest info is to use "windows balanced" for best performance,  at least with Ryzen 3000 series. 

 

Also it's not advised to play around with the settings within the power plan, unless you know exactly what you're doing. 

 

PS: tested it myself on 1903 and got by far best performance with "windows balanced".
