PC power self power when connected to mains

I am wanting to stop a computer form starting up once it gets plugged into the mains (without pressing the power on button).  

Is it under Power Management in the BIOS?  Which options of of these could it be?  Power Tech, Energy Performance Tuning, Energy Performance BIAS and Energy Efficient Turbo.

 

I have a Supermicro Super Server X10DRL-i
