Ok guys I'm really sorry....

It turned out to be the two spike gaurds I had in my house were both supplying uneven voltage...causing the GPU to mess up. So I'm gonna buy a new one now. I'm really sorry i over looked something so trivial and I'm also gonna apologize for wasting everyone's time and efforts. I thankyou all very much.

I've been having issues with my pc stuttering for no apparent reason, ever since i first upgraded from a 60hz monitor to my new xg32vq a 144hz monitor , few months back, everything ran beautifully at first. Suddenly my pc would experience stutters, these were not game specific or any software specific. I see these stutters even while just typin any documents or just casually using any software even on desktop my mouse jumps from places while every other functional button on my keyboard becomes useless for a few seconds, and then displays the result once the stutter ends.In each and every game i see varying degrees of stutters. Ive almost completely changed my whole setup trying to fix this issue

old specs:                              New specs:

2700x with wraith cooler        2700x with x72 Kraken

16 gb trident z                       16 gb trident z( already checked by replacing ram sticks with other ram )

corsair psu 450watts            gigabyte 700watt 

 

when the stutter occurs my gpu usage drops and then quickly gets back up, i've already changed to an aio because some threads said it was an over heating issue, still no fix. ive been living with this for some months now, plis help!

You get lagging audio aswell? Was experiencing similar on my Crosshair VII hero.

Try disabling Asus Armoury Crate in BIOS in the Tool tab.

Have you tried disabling XMP? Could be a ram issue. If this helps. download Aida64 for view complete XMP/SPD info, like shown below, set timings and dram voltage manually in BIOS:

If not, you may need to reinstall windows again, but this time without internet.

Download windows from original source and newest version 1909: https://www.microsoft.com/en-us/software-download/windows10

Stay offline when first booting into windows and disable automatic driver installation: https://www.laptopmag.com/articles/disable-automatic-driver-downloads-on-windows-10

Install newest BIOS: https://www.asus.com/Motherboards/ROG-Crosshair-VIII-Hero/HelpDesk_BIOS/

Install drivers from asus: remember to install chipset driver version 5.12.0.38 before updating to 1.7.29.0115: https://www.asus.com/Motherboards/ROG-Crosshair-VIII-Hero/HelpDesk_Download/

Put drivers on USB storage.

Install nvidia grahphics drivers, I can recommend this studio driver as it's extremely stable (2nd newest): https://www.nvidia.com/Download/driverResults.aspx/154342/en-us

Yeah, well.  You know? It sort of looks like a mobo issue to me. 

Have you updated BIOS and chipset drivers to latest version -> currently?

reinstalled windows (took quite a while), the bios and all chipset drivers have been up to date(people told me to do that so i have that taken care of). Sorry to dissapoint, but the stutter is still there.

Did you do it in offline or and without automatic driver installation? Checked RAM etc?

Did you have internet when installing windows? If yes, then yes :D And turn off XMP and run auto speed, just while testing plz.

yes sir, they have been updated. Would be pretty weird if it was a mobo issue since i changed my mobo because i thought it could be my motherboard that's  messed up

Haha. I feel your pain, because I have had the same issues myself. If you have tested everything and installed everything offline. No internet to update anything, ram is completely stock on 2133/2400 at 1.2 volts at jedec timings etc, then I dont know..

no, my ram runs at 3200mhz which is it's advertised speed, however im not sure about xmp, its set on "docp standard"

That is AMD language for XMP. try disabling it and run AUTO. (just while testing) like this:

Sadly no, and I kinda spent all my money on the motherboard and the aio, so getting a better one right now is definitely not an option and all my friends have lower wattage psu .

It's not about wattage, even your old Corsair 450 assuming it's CX\CXm would be better than this one.

but i did replace my 2070 with my friend's 1060 and i used ddu to uninstall the drivers and installed new ones for the 1060, the stutters were still there.
