I have a I7 990x, MSI Pro-E, EVGA 660Ti, and 16gb of RAM. I am looking to upgrade. I am ok with older stuff that can handle BF5(60fps), GTA(60fps), and all office products, mainly excel with a large number of tabs(30 plus). I run 2 1080p 60hz monitors with DVI and HDMI. I am looking to do this for under $500 if possible. 

 

My RAM is randomly starting to go from 16gb to 8gb and my 660 cant handle much of anything anymore.

Well...are you over 18? Because pay pal credit has 0% interest over X months and it would let you easily get an R5 2600 + RX 5700 assuming you have the income to make the extra ~$300 over 6/12 months, for the 5700 and a nicer motherboard/power supply/case compared to the build below.

 

Otherwise you can get an R5 2600 + RX 570 for around $500

Seems like you're fine with used, so I'd just go on ebay and buy a complete system. You can get a PC with a 1070 and a Ryzen 2600/2700 for that if you're willing to wait a few weeks for the right one.
