Depends on how much cheaper the 1650S is, the 5500XT is ~5-10% faster on average with some titles faster on the 1650S and some faster on the 5500XT. If it's only $10 more it is probably worth it but if it's like a $30 difference probably not.

From what I'm seeing it's not really faster than the 1650 Super at all, overall it's more on par (faster in some titles, slower in more). Between the cheapest models there is only a $13 gap though. The 5500XT 8GB performs the same as the 4GB one too. 

OP, if you think you need 8GB VRAM, then the 5500XT 8GB would be the better option. If you don't, the 1650 super is more consistent and a slightly lower price.
