Maybe clear CMOS will help it read the second XMP profile? Should be a 4000MHz setting there

That's different, 1.4V is memory voltage, not VCCIO.
VCCSA and VCCIO can be increased to help with memory OC. I'd keep VCCSA max to 1.3V and VCCIO max to 1.25V. Dont think you need this high to make Intel CPUs run 4000MHz though, this is usually used for 4266MHz+ settings, though some may also use this or more while pushing really tight timings like 3600MHz CL12
