Usually but not always yes.  Most of those cables have more than 2 wires so there will be multiple voltages. 12v and 5v are common.  Different headers will be connected to different voltages in different ways.  Computer molex is both 12v and 5v for example.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

What do you mean by header?
What sort of cable is it? Do you have a picture of the cable you're talking about?
