Blurriness and weird pixel formation

So this has been happening with videos or some games like cities skylines.  Here are some examples.  Please help.  I am running a 2700x CPU and a RTX 2070 GPU on a ASUS VG245H monitor (75hz) HDMI.

The first one seems to be artifacts in the texture caused by deformed terrain and the second one would be motion blur. Neither of these is an issue with your PC, but rather with the source material. I'm not sure what I'm supposed to see in the other two screenshots.

thank you.  The other 2 are just youtube vids with the blurriness in the background or mostly on black/ grayish stuff
