New computer feels slow?

I have recently built a new computer and it is not really all that i expected it to be. I've upgraded from an old i5 and a GTX 970 (as well as all other parts) to an i7-8700k and RTX 2080 card and expected that i would be able to play most games at the highest settings without having any issues. I also dabble in streaming when i play occasionally but that just further lowers performance (as expected) but i did not expect that most games would be running real low frame rate. I'd appreciate any help the community could give me! 

 

Games I play CS:GO, Minecraft, Escape From Tarkov, GTA V, Modern Warfare, ETC... 

 

Specs

GPU- MSI Gaming GeForce RTX 2080 8GB 

CPU- Intel Core i7-8700K 

Ram- G.SKILL TridentZ RGB Series 16GB (2 x 8GB)

Mobo- Gigabyte Z390 AORUS PRO 

PSU- CORSAIR RMX Series, RM850x

Cooler- Corsair Hydro Series H150i PRO

Storage- Samsung 970 EVO SSD 1TB 

Storage 2- Seagate FireCuda 2TB Solid State Hybrid Drive

Have you done a clean install of Windows?

Do you have some specific instances where you were expecting more performance out of your system, i.e. benchmarks?
You could start off by running 3DMark (Steam demo version TimeSpy works fine) and seeing if your performance lines up with other people

If it doesn't, you can check it a bit further by running a CPU benchmark (like Cinebench) and checking against that.

 

is your RAM running at a higher speed too, by the way? (Check what it says in Task Manager > Memory > Speed)

Is the monitor plugged to the motherboard or the GPU? (This is a classic, it needs to go to the GPU.)

Firstly, care to share the actual settings, resolution and FPS you're getting in these titles?

 

You could download any form of hardware monitoring tool (I'd recommend something like MSI afterburner or NZXT CAM). Check things like the CPU and GPU clock speeds and make sure that they're matching what you should be getting. Make sure all the RAM is registered and at the correct clock speeds etc.

 

As mentioned by minibois you should also run some benchmarks and compare to see what other people are getting relative to your own system.

 

I will complain about high prices in Norway given the oportunity.
