What are you going to be using the computer for? Just gaming or do you have other tasks?

pretty heavy virtualization for as cheap as possible plus gaming on the side.

If you are doing something other than gaming, the 2700(+/-x) is such a good value right now.  It can game, it can do work, it is pretty cheap relative to a lot of stuff out there.  I think it is a good way to go

El Zoido:  9900k + RTX 4090 / 32 gb 3600mHz RAM / z390 Aorus Master

The Box:  3900x + RTX 3080 /  32 gb 3000mHz RAM / B550 MSI mortar

I would. That's what I'm doing, and since AMD is going to release a couple new CPUs this month, the price for the 2700 may drop even more than it already has.

I'd honestly say no... unless you really need more cores right now.

Zen to Zen+ is only like +3% IPC, and only slightly better clocks and memory support (assuming your bios is relatively updated)

So it'd be much the same for you ignoring the extra cores you'd maybe get 5% better performance; If you can get a 3600 though that'd be much more significant or if you can wait for Ryzen 4000 as AMD's hinted that'll be out early/mid (1st half) next year.

2700 is $159. With a modest OC it's essentially equal to the 2700x.

In terms of gaming, it really isn't far behind the 3600 especially at 1440p where it tends to be pretty much even in most titles.

If you are chasing high refresh, I'd skip Ryzen anyway.

If you didn't have anything, I'd definitely recommend grabbing the 2700.

However, since you already have the 1600x, you would need a much more significant upgrade for it to be worth it.

Grab a 3900x or keep what you got imo.
