CPU cooler making weird noises

Are you talking about that buzzing sound?  I've often heard that from cheap PWM fans, which may have low frequency PWM controllers.  The pulsing from these can cause a buzzing noise to resonate through the plastic parts.  Better quality PWM fans often have higher frequency controllers to run more quietly.

 

$30 is kind of a terrible deal on that cooler, which is barely better than the stock Intel...

I've attached a video where I was running Cinebench R15 so you guys can hear the sound I'm talking about. The sound stops at 0:17 when the Cinebench test ends. I changed my stock intel cooler to this https://www.amazon.com/HP-Pavilion-Intel-Heatsink-644724-001/dp/B01DCJWEAO/ref=cm_cr_arp_d_product_top?ie=UTF8 and that sound is still here, though it's not as loud as before.

The sound I'm talking about only comes on when the CPU is 100%. Is this something related to power or electricity? I've tried reinstalling Windows,replacing the thermal paste, upgrading bios and playing around with Smart Fan 5 in bios.

Nothing works and honestly I feel like this might be related to either the CPU or the Motherboard. 

If anyone knows what could be the issue, please let me know!

Wait...WHAT?!,OP paid $30 for this?!

I bought my 212 EVO for the same price and it was 5 years ago.

Oh good, I was kind of worried there for a moment. :)

 

One option would be a DeepCool Gammaxx 300 or 400 tower.  I use a 300 on my PC at home, but the fan actually had the same buzzy noise you're getting.  I swapped it out for a nicer 120mm fan, and now it's basically silent.

 

Looking at that HP cooler, it might actually be possible to quiet it down by soft mounting the fan.  Some rubber pads or rubber pins and super glue should do the trick if you want to give that a shot first.

At this point I don't even wanna bother trying to fix anything. I'm just gonna buy a dead silent cooler that can keep the temps under control. After all, the i5 7400 was never a CPU that got HOT, only 65w.
