Im currently trying to pin point where my botleneck is on my system! I mainly use my rig for gaming and upgraded my computer parts recently for a new  motherboard, CPU and new RAM memory I kept my old GPU gtx 980 ti. In some ocassions games like the new COD Modern Warfare experience some FPS drops not during the action occur but mostly when im dead and goes back to the action. Does somebody think my GPU is outdated to support COD modern Warfare??? My Temps are on the range of 66 C on all cores and GPU temp is very similar. Not running any overclocking at this moment. On other games like Overwatch i did not see the same issue.

My current Rig:

GPU: GTX 980 Ti

CPU: Intel Core i5 8600K@ 3.6 GHz

Motherboad:  ROG STRIX Z370-E GAMING (Socket LGA1151)

RAM: 16 GB

Monitor: ALIENWARE 25 GAMING MONITOR: AW2518HF

You should be looking at usage numbers for your GPU and CPU, that will indicate a bottleneck if there is one.  Personally, I dont think you're bottlenecking anywhere when it ocmes to the new MW.  It's pretty widely known that that game in particular is very unkind to CPU's and will max out even the best of them.  Considering you said you aren't seeing the same problem in overwatch, I'd say that is the real issue.  Perhaps just wait for an update to the game.

also note that the recommended hardware for this game is a gtx 970 or an rx 580, so your gpu is handling the game just fine.

im on a 8700k at 5GHz, 4000cl17ram and a 2080ti and i get 200-400fps in that game with lots of variation on the big Groundwar maps.

i Guess thats just how DX12 works with that game. What kind of fps drops do you encounter does it drop to single digit or is it just variation?

COD is new right now...

Hasn't had a lot of updates at all...

Its also 8thread aware and may need some internal DEV tweaks to optimize stutters down on less than 8core Pcs.

Give it time.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

When you go to spawn, there’s always a bit of stutter for a second for my rig. After flying down from the world map thing from battlefield.

If its happening somewhere else, could be a setting. I know one of my cores/threads are locked at 100 while gaming. Regardless of res.

When spawning I don’t bother to look at the FPS as I can’t do anything at that time. During gameplay I don’t get any drops really. Just the difference between going indoors to outdoors or things like that’s. Dropping down 30-50 frames. Really depends on the map though. But FPS is still somewhat playable. 150 average for me.

If it stutters at other times, you need to monitor the system and see how it’s reacting. Per core usage, ram and gpu usage. As well as temps. Actual info and not just saying it’s fine.
