Why are there small jumps in resource usage when idle?

I don't have a problem with this, I'm just curious. I sometimes notice in the task manager, when all programs are closed, that there's always random little spikes in resource usage. Not huge, just from 0% to 2 or 3%. I don't have any third-party programs running in the background, so what is the os actually doing when the spikes occur?
