Adobe is Intel optimized, i would favor an Intel build over an AMD build for your PC, other then that AMD is the go to CPUs.

The 3700X or 3900X will get the job done but slower.

Main System: Ryzen 2700, Asus Crosshair VII Hero, EVGA GTX 1080ti SC, 970 EVO Plus NVMe, Crucial Ballistix 3200mhz CL14, CM H500, CM ML240L cpu cooler.

Second System: Ryzen 2400G, Gigabyte B450 DS3H, RX 580 Nitro+, Kingston A400 SSD, Team T-Force 3200mhz CL15

If it ain't overclocked it ain't good...

Depends on situations, we are talking about a specific software (adobe) that favor Intel, But in general situation the 3700X will perform about the same as the 9900k. If you ONLY use Adobe i would go with the 9900k, other then that the 3700x will getthe job done.
