CPU: AMD Ryzen 9 3900X
Monitor: MSI Optix MAG241C 144Hz

Purpose: Gaming, Video Editing, Streaming, Animation

Which GPU should I choose (Budget PC)?

Radeon RX 5700 XT  or RTX 2070 Super

i'd pick up the rx 5700 since it's cheaper

Prices for them both? If the prices are what they are expected to be, then go for the 5700. You are using 1080p 144hz, so paying significantly more for extra performance isn't necessary. And since you have a 3900x, the NVENC encoder is of no relevance to you in regards to streaming.

2070super is slightly better, but 5700xt is hugely cheaper.

On a blind test you won't see the difference.
