New GPU under performing please read

(The reason i put it in this section because i dont think my GPU is the problem)

So first i bought a AMD 5700 to replace my gtx 1060 put it in ran DDU got the drivers and all that restarted my PC tested 4 games only to see im getting less FPS then my 1060... So i proceeded to do a clean install off my whole PC. Ok now we are on a FRESH install off windows 10 do my drivers and all that play the same 4 games. Even worse FPS then before.. So i decided to return it and buy and RTX 2060 Super which i got early this morning plugged it in ran DDU got drivers and all that tested the same 4 games same FPS as the 1060 and the 5700 no improvement at all. I have reason to believe its not the GPUs messing up. I have a screenshot of the stats while playing a game. If theres an fix please inform me.Thanks in advance

if you are playing at 1080p you are probably just CPU limited in most titles.

Are you 100% sure? Because im literally getting to same fps as my 1060. Could it be a PSU or Mobo problem?

that is the clearest sign of being CPU limited. that or you have vsync neabled for some reason

you could just attempt a 4,2 ghz allcore overclock at 1,35 ish volts.

I dont know how to add volts and all of that stuff. and im running dual channel 16GB of ram

overwatch and CSGO is more or less allways CPU bound, so dont expect to get any better FPS there from a GPU upgrade.

if you must upgrade, then how much are you spending? because you wouldnt be looking at any major gain in FPS.

havent had a look at benchmarks of these, so perhaps there is something to be gained here. you should be getting decent FPS so i dont see why you would be upgrading

if you must upgrade, then how much are you spending? because you wouldnt be looking at any major gain in FPS.
