New CPU cooler recommendations?

I am looking to get a new cooler for my i3-7100, not because I have any thermal problems with the stock intel cooler but because I am not a fan of the noise it makes. Using my PC late at night does get quite annoying due to the loud cooler and as a result, I am looking to get something that is quiet(er). I don't exactly have the money for an AIO Liquid Cooler so air cooler recommendations are appreciated.

What are your load temps? Have you tried lowering the fan speeds?

my load temperatures max out at around 70C, most of the time playing games its in the high 50s - low 60s. Ambient temperature is pretty cool, good air flow in the case.

That's pretty low. You're fine up to 80-90c at load so you can comfortably lower fan speeds until that is the case. 

Try and see if that makes it quiet enough.

There are few lower priced ones, but this is one of the most solid budget coolers around. Can even take future CPU upgrade.
