Nothing on the market for ATX there are some mini ITX cases that are vesa mountable, however depending on what you want in the computer it may not fit in such a case. This is looking like something you will have to make yourself or have someone custom build one for you. If I may what are the specs of the system you are trying to put into such a case?

Why not just get a desktop replacement laptop?

Otherwise just buy an ITX PC with a portable monitor?

What do you need the PC for, and what budget/country?

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

So many cons on that....

the heat coming out of that thing will be crazy.

Not handy at all

the monitor will be limited to a crappy one i guess

You could probably mount a 17" panel (from an old laptop or something) to a small case (like a Core21 for example) and power it with the PSU (It should be possible, I think) using those laptop hinges and a bit of DIY...

I'd go for a microATX case, and aircool it if you want to have the system "portable" (and build some enclosure to protect it while on the move).

Edit : Something like that
