Fair price on market

Im looking to get back into pc gaming but money is tight so im looking around on facebook marketplace to see if i can get any deals. I found one that i think is a solid price but I've gotten out of touch with modern cards.

This is being sold as a built pc for $475, is that a fair price?

Could probably also swap the 2600 for a 2200G or 2400G and put a bit more towards the GPU, targeting an 8GB RX580 or similar.

I still wouldn't get that. I would go new at that price point and build a system that could smoke that build for less.
