Build for Emulation on a budget (Cemu)

I'm looking into creating a PC for emulation. I'm going to be using Cemu, Dolphin, and a bunch of other emulators. Is there any way I would be able to do around 30 fps in Cemu BOTW for under 500 USD? If so, what kind of parts am I going to need?

 

Shopping in the US, open to buying used, shooting for 720p+ in Cemu, 60 in dolphin

To clarify, I'm looking for specs on a CPU and a GPU only.

get a $50 pc for the emulation and spend the rest on a switch for botw
