changing text color on desktop

So I've looked into trying to change the color of the text for icons on the desktop on windows 10 and have found out that it used to be a thing that you could do but now you cant and you can only have white or with some effort black. I would like a custom color as my wallpaper is black and white and I would like to be able to read the names of my programs. As far as i can tell there are no third party solutions for this and I've contacted Microsoft support asking about ways to accomplish this and they have essentially ignored me. I was wondering if anyone had any ideas of where I could start or where we could start to develop our own solution?
