Are FPS benchmarks for Games,mostly GPUs false?

Yep, meaning the CPU isn't the bottleneck. I can probably push the same fps in some titles as someone with the same GPU and a much faster CPU, it depends on the game and how CPU hungry it is. 

Also keep in mind devs can often update their games to run smoother, and Nvidia/AMD usually add in optimizations to the drivers for specific games, sometimes they give a noticeable boost in performance. So something may run better later on than it did at launch. Heck even Anthem got updates to try and be less of an oof experience (it had a wack bug at launch that slammed even 18c/36t CPUs to 100% on all cores and threads).

What I have issues with is almost all reviewers except Gamers Nexus don't overclock their GPUs. The OC them when they are new and relevant but once they are a generation or two old they don't OC them anymore. Which leads to unrealistic graphs. People probably wouldn't buy GPUs as much knowing a 5 year old GPU is only 15% slower and costs 1/3rd as much

Just keeping this here as a Also keep in mind devs can often update their games to run smoother, and Nvidia/AMD usually add in optimizations to the drivers for specific games, sometimes they give a noticeable boost in performance. So something may run better later on than it did at launch. Heck even Anthem got updates to try and be less of an oof experience (it had a wack bug at launch that slammed even 18c/36t CPUs to 100% on all cores and threads). 

That is a good point but I can't belive that I got the same result with the same GPU (put aside the CPU) and I had the graphical setting set to Extreme while they had it on Ultra plus I cranked the Ray-Tracing to Ultra and that should be more than enough to lower my FPS by a bunch.

 Not really. The silicon lottery players a big part with these chips. Maybe too much. 

My i7 8700k did not make it to 5ghz. That is why I replaced it.

Could it be a problem with your CPU as the video you sent had it at 5Hz with less power draw , heat and more FPS.

Except it's not super representative anymore with things like GPU Boost 3.0 vs older generations. I have seen reviewers run 980tis at 1100Mhz because that's stock. Yet they can easily hit 1430Mhz and all the way up to 1620Mhz. 520Mhz is nothing to gloss over on a GPU

While I have the chance,I'd like to ask something off topic.

I am buying a monitor with about 600 dollar budget and my choice is XG27VQ from ASUS.

I've waited for months to find a gaming monitor as Amazon takes ages to deliver in my country and gaming equiment is hard to come through here.

I wanted to go for 1440p but this is the best I came through.

My CPU overclocks are lower than the video. The i9 9900k is at 1.27v and the i7 8086k is at 1.34v for 5ghz. At 1.34v my i7 8700k could only do 4.7ghz on all cores stable. 

Adding voltage over 1.34 would have required a delid to keep it cool and If I thought that it would have gotten me to 5ghz I would have done it but it was too far away.

The chip ran fine stock so I may have a use for it in the future.

The issue is most benchmarks done by third-parties specify that I'll get 30-40 FPS on the title Metro:Exodus at extreme graphics on 1080p resolution.

I downloaded Afterburner to check that for myself.I turned ALL the settings including ray-tracing to ultra and got stable 80 FPS.I was honestly was scared to crank to extreme before as thought it would crash.

The source I took the benchmark from used i7-5820K while I don't think this matters as most benchmarks display the same amount (being lower than what the RTX 2060 is capable of)

Could someone shed some light to this?

I had this same issue w/Overwatch, then I realized I wasn't overclockin my i7-8700k to 5GHz, so that's why my FPS w/the same hardware wasn't consistently the same.  It'll dip to around 110 FPS here and there, while theirs was far higher.  Make sure all of your settings are the same and it's still up to random lottery if your hardware is as high class/pristine as what the company has sold you, such as your CPU/GPU.
