I think full shut down (Service told me it shut down)

I mean did you walk up to your computer and find it off. Or did it reboot into Windows? If you're doing an install and the install failed because the computer shutdown I'm not sure where you're reading a service that said it shutdown if Windows didn't successfully install.

When installing Windows on new PC, it shuts off in middle of Windows installation.

Alright then, well let's start with what the issue sounds like. What are your temps? Can you check them in the BIOS?

I know only that it stops when installing. I am not the one who is building the PC.

Are they using an install disk or USB?

Have the builder use the Windows 10 media creation tool and a USB drive to make a new up to date installer if they have access to another computer. If they are using a disk or install USB that was made at an earlier date it could be having an issue, that's the first step I try when installing Windows 10 doesn't work or crashes during install.

They tried multiple installation USBs, but it didn't work. But I don't think they used up to date installer. Can there be any another possible problem? (not installation disk)

Could be a hardware or firmware issue, what are the computers components?

I would suggest the builder update the motherboard bios then try the install again.

It would also be a good idea to run memtest86.

There shouldn't be any incompatibilities with the parts, like I suggested before have them update the bios then try the install again, if it still crashes, have them run memtest86 to see if it's a problem with the memory.

It stops in the middle of installing? Sure it's not just done and doing the automatic restart? If you have the BIOS set to prefer a USB it'll boot back to the install drive and skip your SSD with the fresh install of Windows 10, so it loops in what looks like a failed install, once you unplug the USB drive it behaves fine though (then after you verify Windows is behaving, you set it to prefer the SSD in BIOS).
