How overclockable is the i5 4570t on the z97i board

Not at all, Intel CPU's cannot be overclocked unless they are K series chips.

No. Not only do you need a Z series board for overclocking, you need a K sku CPU. All other Intel CPU's have locked multipliers and thus cannot overclock.

You can overclock via base clock overclocking but it's only somewhat effective and overclocking a low power chip...I don't know about that. It's made to run low vcore and lower clocks to be power efficient and low heat. You can't even really undervolt them, they're pretty optimized already. I've lightly overclocked a couple S series i5's a 4460S and a 4590S and got like an extra few hundred Mhz out of them but that's all without bumping vcore which is dumb for a low power CPU.

False. Baseclock, Google it. You can OC any CPU in a Z series board with an unlocked baseclock.

Baseclock overclocking hardly counts as an overclock... You'll gain what, a few hundred MHz and risk total lack of function of I/O?

It depends on the board. Some can do a substantial amount over base like 50mhz x the CPU multi while others cannot. BCLK straps help out a lot if you're willing to put in the time to tweak things and get it stable you can get some gains, but probably not with an extra low power CPU.
