Best CPU / Performance to Cooling in ITX Build

I'm doing a high-end ITX build for someone. I haven't figured out all the details yet, but the build will most likely be:

 

Case: Dan A4-SFX https://www.sfflab.com/products/dan_a4-sfx

2080 Ti (EVGA or Founders)

32GB RAM (16GB x 2 @ 3200mhz or more) - G.Skill or Corsair

1TB NVMe (Samsung)

600W SFX PSU (Corsair)

Noctua Air Cooling (L9i)

 

As far as the CPU... what I'm trying to figure is if AMD is the best for this build with the ITX options. Would a 3900X 12-core stay cool in this compared to a 3700 or 3800.... or even a 9900K? I'm trying to match decent cooling with the beast hardware it'll be paired with. The ITX case is well reviewed, but like all ITX builds, there's a few compromises. Anyone have experience or recommendations?

 

EDIT: Build is purpose built to be "backpack" ready for planes and trips. Small, compact, and powerful... yet as a carry-on.

If you want it to be cool and quiet with overclocking headroom I would recommend getting the Ncase M1 instead and putting either a Dark Rock TF or Noctua NH-C14s. Those thinner cases really limit you in terms of the cooler you can fit.

Ah thanks! I see you have the Cryorig cooler, but it's a 2700X as well. The minimum build I've spec'd is a 3800X (3900X sold out atm), on a Gigabyte X570 ITX. Just a bit worried about the heat, though I did catch this on preorder that could remedy of a lot: https://www.sfflab.com/collections/components/products/asetek-aio

Thanks! However, I forgot to mention it is imperative that the build be "backpack" travel ready for planes and trips, as he travels a lot and needs it as a carry-on. Small, compact, brutal, and fast is the goal, and the A4 is the closest other than the Sentry 2.0 (can't get it now).

 

....That is unless the M1 can pass the "backpack test".....??

For the cpu i would go for ryzen 7 just to be safe, you can bump the clocks later if there is room for it and gain some performance if needed.
