Think some of my memory is 'broken' / RTX2070

So as the title says..

 

I had a memmory overclock of +500 which made it run at 7500mhz (7000Mhz stock) - ive noticed since today that it only runs at 7300mhz. I can adjust the OC but it tops out at 7401Mhz.

Reverting back to stock it goes down to 6800Mhz. (7000Mhz being stock)

 

is this an indication that something is broken? opened a thread the other week that my GPU idles nowadays at 59C out of the blue and no I wonder if they might be correlated to each other.
