Over clocking refresh rate

Same way it's possible to overclock CPUs. Even if a CPU operates at 4.0 GHz by default that doesn't necessarily mean it's "only physically capable" of operating at up to 4.0 GHz. It may be, or it may be able to go higher if you tell it to.

P.S I apologize if I sound dumb I'm kinda new to this so I really have no idea what I'm talking about but at the same time the sciency side of me is really itching over this.

You can with software force a higher refresh rate, but like with any overclocking results vary from nothing to amazing

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

@Hassan170You can use the Nvidia control panel if you have an Nvidia gpu. My monitor overclocked to 179Hz, I may be able to go higher at a lower resolution.
