I don't plan on overclocking, I just want something to replace the stock cooler that works.

for under 15$ the answer would still be stock cooler.

this worth buying is a serious stretch, but it's your call.

If you don't plan on overclocking, I think that the stock cooler is sufficient. You see many people buying coolers because majority of people who build computers would overclock but stock cooler in my opinion is good enough. The CM 212X is a good upgrade if you want a more quiet system.

There's nothing wrong with the stock cooler if you're not looking into overclocking. If you want a better cooler at least get a Hyper 212 Evo.

The absolute cheapest CPU cooler I'd buy is the Raijintek Aidos. In UK it's £14.99 but that would be around $23 though I don't think it has made it to the US market yet.

Arctic Cooling Alpine 11 GT/Pro.  They're dirt cheap, about as good as stock or maybe a little better, and SUPER quiet compared to stock.  When building non OC computers, I spend the extra couple bucks and get one of these, because quiet!

Without overclocks, the stock cooler is really sufficient, and then save up to buy a low profile noctua cooler for more silence.
