task manager and BIOS disagree

so my RAM speed is 2400mhz in the bios but 1200hz in task manager..... whos telling the truth?

Usually taskmanager shows the DDR rate so 2400 in your case, but it’s only reporting half the speed. Download cpu Z and see what that reports (most probably 1200 which in that case is good because that means 2400)

Both are correct - DDR (Double Data Rate) means that your RAM clock (1200) gets doubled for the effective clockspeed (2400)

But normally task manager reports the correct speed, at least from what I’ve seen. Hence I recommend downloading cpu Z to double check

Task Manager sometimes alternates between reporting real speed and effective speed - it's normal
