Here are my specs:

Operating System: Windows 10 Pro

CPU: AMD FX 8350 with stock fan

Motherboard: ASUS M5A78L-M/USB3

GPU: GIGABYTE GeForce GTX 1060 DirectX 12 GV-N1060WF2OC-3GD 3GB 192-Bit GDDR5 PCI Express 3.0 x16 ATX Video Card

RAM: 2x Kingston 4GB 240-Pin DDR3 SDRAM DDR3 1600 Desktop Memory Model KVR16N11S8/4

HDD:WD Blue 1TB Desktop Hard Disk Drive - 7200 RPM SATA 6Gb/s 64MB Cache 3.5 Inch - WD10EZEX - OEM

 

In the past month whenever I play modern games like Fallout 4, GTA 5 or even Skyrim LE the games run like they're supposed to, usually 60fps or around it, but there are some moments where my GPU usage drops from 60-80% to 10-30%, my CPU usage goes up from 40-50% to like 90% and the temp goes down like 20 degrees., and the fps is cut in half 60fps turns into 30 and 45fps turns into the low 20's. But older games work fine, even Portal 2 plays fine. Also, my USB ports are not wanting to work properly, sometimes not even at all. Recently I cleaned out my computer thoroughly, resat every component and changed the thermal compound on the CPU and GPU. It ran a little bit better, but after a hour of gameplay it goes back to the same thing, low GPU usage, high CPU usage and low temp. and fps cut in half.

Looks like your cpu just cant handel your gpu old fx chips have horrible single core speed and not all games can use all 8 *cores* on that fx chips so its possible u get frame drops and low gpu usage the more the game needs a good cpu

You're experiencing a CPU Bottleneck, nothing unusual considering it's a an old FX processor.

Maybe your board or chip is dying ^^  or its a temp problem maybe your cpu downclockes = gets even slower games start to drop frames i mean u use a fx prozessor with the stock fan thats just a bad idea the old fx prozessors are like space heaters :D

Have you updated the bios and chipset drivers recently? If not you should try it.
