How much RAM do you have? I have a Vega 64/Ryzen 5 2600 and get ~80-100fps on max settings (Vega 64 is pretty similar to a 2060 in GTA V)

frame scaling effectively runs the game at a higher resolution and scales it back to the normal resolution (it's basically a huge performance drop for almost no gain, just set it to 1x)

You can see CPU and GPU usage in the advanced > performance tab of Task manager

All other games work just fine and have relatively same frame rates as I see on youtube. Only GTA performs crappy. So I think it’s up to the game not my hardware?

It could be, do you have any mods? Try verifying game data. (Also GTA has way more settings than most games with no pre-defined settings so I would try disabling all the Advanced Graphics options, usually 'max settings' doesn't count these for some reason.

  • Are you barely getting 60 fps when playing the game online and/or in story mode?
  • Are the videos you watch on YouTube being played online or in story mode?
  • Are you playing in full online lobbies?
  • Are the videos on YouTube being played in full online lobbies or in story mode?
  • How many Hz is your monitor?
  • What is the speed of your RAM? DDR4-????

If you're new to GTA 5, fps takes a gigantic hit inside the city. Fps takes another gigantic hit in GTA Online. Fps takes an even more gigantic hit the more people that are in your lobby. Fps takes another gigantic hit the more these people do in the lobby. It's the game, not your hardware. That's why all other games aren't doing this. Here's an example I always present to people just so you'll get an idea of what's going on. And in this video, I'm using a 6th gen i5 paired with a 1070.

 

Imagine the fps inside the city and in the second video imagine if it was a completely full lobby and everyone was shooting RPG's.

 

Here's another test I did a few months ago driving a car in a 23 person online lobby vs Story mode. Both videos are me driving in the exact same places.

 

I would have gotten even more than 105 fps in story mode had I not capped my fps at 105. I cap it at 105 because it keeps my hardware cool when I play for numerous hours at a time and 105 is pretty much the average fps I achieve in Story mode.

Sorry I left off Motion Blur Strength, In-Game Depth Of Field Effects, Anisotropic Filtering, Ambient Occlusion and Tessellation before. I used the wrong screenshot that for some reason got cut out. I fixed it though. They're all there now.

 

You also have a much newer CPU with that Ryzen 5 3600 paired with much faster speed RAM than I have. I have just DDR4-2133 RAM. You should try using my settings and record that exact same video. I bet your fps will then be off the charts and the game will look almost exactly the same.

Oh and another thing, your fps in the video is 98-118 once you start driving. I can achieve around 120 fps outside the city but not inside the city. Not bad for a weaker CPU and slower RAM speed if you ask me. Just not worth the $300 CPU upgrade imo to be able to achieve 120 inside the city.

Oh wow. With your hardware, it's a shame to not own a monitor capable of portraying those frames your getting. A 24" 1080p 144 Hz monitor is only about $150 right now and they just so happen to have a 1 ms response time. In early August these same $150 monitors were very close to hitting $100. Saw quite a few hit $110, $115, $120, $125. Should have snagged them.
