Minecraft server optimisation?

Hi! I have been working at a small server hosting company for a year and a half now and I have been managing the minecraft servers, I've been working on optimising how it runs and want your take on it. what is the best way to get minecraft servers to run as smooth as possible on windows based machines?

Windows Server Edition with minimal bloat and disable unnecessary services.

I wouldn't put Windows on it, I'd put some sort of Linux without a DE, that way as many of your system resources as possible go towards the server.
