was planning on buying 1440p but suspecting psu more so the issue.

 You don't need a better or different PSU to run a higher resolution monitor

What issue? Since when is 270FPS an issue? Your FPS won't increase by using a higher resolution monitor. If anything it will be lower than it was at 1080p.

fps is fluctuating like mad and sometimes too low getting slow downs depending on the game and whats happening on screen

What game?

As already mentioned it would likely be your CPU not keeping up with the graphics card, which would explain why changing the graphical settings (mostly handled by the GPU) does not change the FPS.

FPS fluctuates depending on the scenes where you have to take into account CPU performance. If you are getting 100+FPS jumping around this is absolutely normal as performance depends on what is happening in the background and where CPU or GPU reaches its limits. Not sure why you see this as in issue as there is no fix for that. In 1440p you will also see fluctuations just in smaler margin due to higher GPU demand. If the issue you see is screen tearing or stuttering get a monitor with Freesync/GSync to get rid of that.

Doesnt make sense at lowest with my hardware especially in ow.

 

Will buy 1440p soon and let you guys know

You need to clearly state what the issue is. If the issue is that you are getting not stable fps which fluctuates between 140-240FPS it is NOT an issue. Even with 9900k you will not get stable 240fps in games NO MATTER the settings, because you will run into either CPU or GPU bottleneck. Higher resolution will decrease the CPU bottleneck because more GPU power will be needed, therefore, you might see lower fluctuations, but it will still fluctuate. If you want to have "stable" fps, use fps lock from programs like MSI afterburner etc.

Also slowing down in vr depending on whats happening on screen with htc vive resolution set to 500%. guessing its normal?
