I've been riding my free student account for too long, I forgot 

I have VS Code on my computer and I use it for programming in DART. But I need another good IDE for Python. I would like to use Django in it too.

Looking for good IDEs.

Community is what I Would suggest to try it out before you decide to buy.

VS Code eats half a GiB of RAM by just being there. Bah.

VSCode if you need many more languages at the same time. Pycharm if it is just python.

it doesn't handle creating python virtual environments, has no way to install pip packages from inside the IDE

PyCharm Professional 2019 would meet your needs, I believe, considering the fact that it has out of the box Django support; however, you can still program using Django just fine in the Community Edition of the software.
