Stock cooler is fine. 

 

The 3800x seemingly has some extra overclocking headroom in it. Seems like 4,4-4,5 is doable in it allcore (with sane voltage 1,4 and below, suggest sticking to 1,39 and below). 

 

If you arent doing any overclocking, just get the 3700x

I would buy 3700X and get a better (quieter) cooler. Do you want to pay $70 for 1-3% more performance? I wouldn’t.
