Does it give an error?

Find the directory it's installed in to, delete everything (the iTunes uninstaller does a bad job of doing this itself), reboot your PC, make sure no iTunes services are still enabled somehow.

Remove it and install iTunes from the Windows store.

I looked on my other drive and nothing is on their relating to iTunes, and idk how to see if iTunes services are on

It might be that there are still some registry entries remaining that weren't removed during the uninstall that is making the store think that it is still installed (which is most likely why the installer kept on not working)

Right-click task bar and select task manager.
