No, there's no bottleneck. The R5 3600 would probably run an RTX 2080 Super / Radeon VII just fine, probably even 2080Ti on 1440p or 4K. No worries with such a weak card, even a Ryzen 1200 would probably be enough for it, or some Quad Core Intel i3/i5, even some old AMD FX 8xxx series.

The graphics card will not allow the CPU to reach its full potential. You'd be better off buying an RX 580 and Ryzen 5 2400G, it would yield overall much better performance.

I think OP means the other way around, is the GPU too weak for the CPU.

Every system has a bottleneck.

 

Bottlenecks are usually not a problem unless your experience is affected.

 

Do you get a smooth gaming experience? Can you get your work done fast enough?

 

If your experience is fine then bottlenecks are irrelevant statistics about your system.

I don't consider that to be a bottleneck. In most cases, the GPU does not feed the data to the CPU.

But yes, the RX 560 is kind-a weak for gaming, if he's asking that.

well i like your definition of bottleneck its not to the CPU but the apps like games or anything else.

It isn’t a bottleneck until you ask it to do more than it can do.

 

If your expected experience requires something and the GPU can’t output (FPS gets lower for example) then it’s still a bottleneck.

 

If your experience is OK then it’s fine, still a bottleneck buts it’s not affecting experience.

 

A bottle neck will always be the narrowest point, but if the flow is low enough nothing gets stuck.
