Is there any air cooler about 130mm height and can handle 250W TDP CPU ?

Unless that vent covers the entire area where the heat sink would be, the D9L is a better option for airflow.

I‘m searching for an air cooler for my 7960x.

The case is Cerberus X.

The former cooler was h115i and the pump was down.

 All cores run at 4.2@GHz and mesh runs at 2.8@GHz.

Not that I'm aware of, no. That's a very tight space, too tight for even the highest end downdraft air cooler (NH-C14S) to work effectively.

Aerocool DS are the best fans you've never tried.

noctua's 92mm tower coolers have potential, as one is meant for 4U threadripper cooling

Noctua says the C14S has basic compatibility (https://noctua.at/en/nh-c14s/cpucomp), i.e., running at stock

if you can get the airflow sorted out the C14s has more heatpipes and iirc more fin area so it should perform better.

I have no idea how tight it would be, you might even need a shroud to the side panel vents to maximize cooling potential. 

If your case does not have side cooling vents you should not consider a downdraft cooler of this size - the NH-U9S would be a better choice, and you can even put a 2nd fan on it!

Unless that vent covers the entire area where the heat sink would be, the D9L is a better option for airflow.
