I'm looking to only spend $1100 or so, but I need a computer, a new monitor, keyboard, mouse, and good speakers. I mostly play skyrim, so I's want something that could run that on ultra setting at a constant 60 fps. I'll sometimes play battlefield 4 and GTA V, but that's about it. Also, i just need a decent 24" monitor, i'd prefer it to be 1ms response time but if my budget doesn't allow it then I don't really need it

I have a fx-8350 and a xfx 7870. The PC I have now is super loud too. Will that case keep it quiet?

Yes, you can absolutely use it on the new system. Microsoft might prompt you asking how many computers this license is being used on. Simply select 1 and it will invalidate your old hardware and approve the new hardware. This is assuming it's a retail key. If it's an OEM key, it should still work, but no guarantees.
