Windows not utilizing gigabit

I have gigabit internet but on windows 10 I have been limited somewhere to 300-400 mbps. I have run the speed test at Speedtest.net and fast.com. I tried running the same tests on Linux and was able to get 980mbps. Note: same pc. 

I have done this on two of my computers running windows 10 with the same results.

Windows auto tuning is disabled.

Game mode disabled. 

All drivers have uninstalled and updated. 

All windows updates installed.

If anyone has any suggestions on what to try I am open.

I read something about this somewhere... What browser are you testing with?

Ipref is showing 528-675mbps 

i have used Firefox, ms edge, ie11, and chrome, and the app from Speedtest.net

How about a file transfer on the local network? Is that also limited in windows?

File transfer is not limited. I get around 920mbps

I'm not sure if this is related to the issue but I opened Resource Monitor while transferring the file and I noticed a lot(100+) of "IPv4 loopback" TCP connections. This only appears on one computer so it is unlikely the problem.
