Fan won't go below 9000rpm

Hi, I have a spectre x360 who's fan hasn't been working for a while so today I got a new one installed, but the problem is the fan won't slow down. I downloaded speedfan to try and manually slow down the fan, but when the fan wouldn't appear in the advanced menu of the configue fan area. I also tried changing it by going into the system bios, but there was no such setting there. If anyone can help me with this it would be much appreciated.

What’s the cpu temp the fan might be turbo-ing up because the cpu is hot

Well normally the temp is reallly hot(idk the exact number but it hurts to touch it) right now it is averaging between 40 and 60 Celsius, but that might be higher right now cause I was just playing something on steam

Maybe the fans are ramping up Because the cpu is hot
