My budget is around 400USD

A chromebook?

 

there lots for under 400 and would work fine for web and office

How about HP Windows 10? 14 inch and you get a Full Year of Office that will do your needs of working and you'll be able to buy another External Hardrive on the Market! Here is some items I found Laptop External HardDrive Quote me if you need any more help! :)
