poor performance with intel HD 4400

I would try to install a modified driver. I did see a performance booast when using a modded driver last time on my Ivy Bridge i5 igpu.

Specs:

 

i3 4160 (with onboard HD 4400)

1 x 8GB DDR3 1600 CL10

1TB 7200RPM hard drive

no SSD

OS: Windows 10 pro 64 bit

 

I sold my dGPU and the first thing I did was installing the intel driver but I can't figure out why the igpu runs everything so bad

It even struggles with games like roblox or GTA San Andreas

If your plan is to run an iGPU as your primary driver, you're going to want to look at an APU.

Intel's integrated graphics are underwhelming at best, enough to drive a display and somewhat passable for a slideshow in games.

Take a look at a video jay did recently on the subject.

I can't afford it at the moment and If I were to upgrade my current PC I wouldn't switch to AM4 just to get an APU

 

and you are not responding to what I asked, I didn't ask ppl to recommend me what to buy, I asked how can I improve performance on my current setup or why I am getting this kind of performance because I had an old computer with an nvidia 9200GT and I was able to get very stable FPS on GTA SA and even left 4 dead

There isn't a question posed in your original post. You made a statement, which I assumed meant you wanted help. I addressed the issues you were having. I apologize if you don't feel they addressed any questions you may have thought you posed, but that's on you, not me.

You can try closing down as many background processes as you're able to, adjusting your visual settings (including resolution) and see what it will get you, but you can't extract performance from something if it's not there. This will only get you so far.

Lowest settings low resolution. (720p or lower) because the HD 4400 can't handle anything better

this was the answer I was looking for, thank you

 

and like I said before, while I know HD 4400 isn't good, I remember having a worse PC than this and still that PC did run many games gracefully,

I am using super low res and still getting low FPS..

What kind of fps are you getting? 

It may be due to only having only 1 stick of ram and lack of dual channel when the iGPU relies on the system memory.

Because it was never created for gaming to begin with. You can get a game like GTA San Andreas to run on it, but you're lookin' at 720p and probably 20-40 fps. The fps will also jump all over the place. It might jump up to around 60 in the blink of an eye but back down to somewhere around 30.

 

There are some low res mods you might could try but that's something you're just going to have to Google around for.

I hadn't seen your comment but admittedly, using the intel utility to update the driver ended up solving the problem.

 

I can now run GTA SA on 1600x900 perfectly fine, there are some artifacts here and there but I suppose that must be due to compatibility issues.

I don't have msi afterburner but it's unplayable, FPS must be lower than 20

Like I said before, I was able to play that game on 1600x900 on older hardware

 

and now I am getting 30 FPS+ on 1440x900

Glad you got it sorted out. 30+ fps is expected at 900p in a 15 year old game on intel HD 4400 graphics...

It's playable, but I much rather prefer it in 4K...

I know it's not the absolute best experience but right now I am not planning to upgrade

Have you thought about looking for a $15.00 - $45.00 used GPU with around 1-2 GB of VRAM to throw into your PC? Something like an HD 7850/7870 or a GTX 570/580/660Ti/750Ti would works wonders for ya' imo.
