 I feel the GPU may become a bottle neck for the CPU but wanted to conform if correct.

I have case and all storage already. 

The GPU I currently have is a (Pny- Gtx 660 2048mb Performance edition)

Why on earth are you running odd numbered number of sticks and non-identical sticks?

 

And your mobo is pretty bad. 

 

I would look at getting a new GPU after sorting out the Ram situation.

 

PSU works but id look at changing it

Swapped the PSU and memory around, I know you mentioned not being sure but dual-channel and fast memory both improve Ryzen performance a good bit

The ram is two choices one or the other I would be going with not all 3.

depending on budget I was going to either go with 8gb or 16gb

The B450 Pro4 is the second cheapest board only beaten by 1 board that shouldnt be bought.

Ok then if it does not save money he shouldnt buyh a b350.I just said that if he was able to buy a b350 and save cost then it would be better to that than getting a b450 for more.

Except it wasn't launched for B350. There is still a chance you'll be a 300 series chipset board without the needed BIOS to run the 2200G or 2400G chips because it was launched with the 400 series chipsets with the option to backport to 300 series chipsets with a BIOS update.

Not really........ B450 has much better build quality. Not to mention BIOS support. And also you need to get a good board. Not cheap crap. Paying 5-10$ extra for that is well worth it. Not that you need to.

The ram is a much better deal but should the psu just be less Watts?

because the original was cheaper for more wattage

You want a good PSU not a "meh" one. While the VS PSU is fine, its not something to choose over the CX550 (2017)

 

Same goes for the other components. 

 

 

I suggest going for the components i suggested earlier. Including the PSU.

This looks good. While ome wants to save on components. Its good to get advice to get what is cheap and good so that it doesnt come back to bite you in the ass.
