What is the cheapest option for a drive to install Windows on and a few programs?

20$ 120gb Kingston SSD.

30$ if you're feeling frivolous and want to get the 240gb variant.

HDD's don't really cost less than 40$, SSDs offer a very significant smoothness and snapiness increase (imo) and for what you're describing, you don't really need the extra storage.

Also, windows 10 was designed for SSDs and runs better on them as a result.

the best price / gb ratio HDD would be 2tb & 4tb ones (comparable to price of 500gb / 1tb ssd).

and its like 1 sec input lag for every click in windows
