NLE programs crash/ freeze when relinking files

So we've had a major problem with one of the computers in our office where it frequently but not always will crash when we try to relink clips in different NLEs. Primarily this has happened with Premiere Pro but it does also happen in Resolve. Basically, as you try to open a project from our server that was previously opened on a different computer and your asked to relink clips, with Premiere it will either freeze up right as you click "Locate", or it will get through all the relinking and crash as soon as it tries to actually open the project. In Resolve it seems to just crash after importing an XML when it asks you to search for the missing files. We've noticed in the task manager that when Premiere Pro freezes up one logical processor will max out at full utilization for a little while, then it will switch to a different logical processor maxed out, and kind of bounce around between processors but nothing will ever unfreeze. Usually though, after going through this a few times eventually everything will work out fine and we'll be able to relink files and get back to work, but it's a crap shoot on how long it may take to open the project.

Also, the server we're connecting to is a an SNS Evo. I've made sure that everything I can think of is updated, including the bios and the network drivers. Premiere Pro and Resolve are both fully updated.

We're pretty much out of ideas after like a year of dealing with this and think that there may be some weird issue with the motherboard so we're looking at buying a new mobo and trying things then. Any suggestions would be appreciated! Thanks!
