CPU cooler is at fault, possibly installed incorrectly, or if it's an AIO then it's also possible that the pump is dead

Yesterday I opened that cpu fan and i found that the thermal paste is dried and it was like hard putty.  What should i do . 

Actually i have very old pc like 13yrs old

amd sempron 1 gb ram 160gb

Has the thermal paste even been replaced in the last couple of years?

 

Otherwise you might need either alcohol swabs (for easiest cleaning) or a wet tissue paper and a lot of patience to clean the dried up stuff off the heatsink & CPU then reapply a new layer of thermal paste.

Replace it. Clean it off with alcohol and apply some new thermal paste. Don't put too much in or it will make a mess - the drop should be about as large as 2 grains of rice

clean it off the CPU and cooler with rubbing alcohol and replay a grain sized amount of new thermal paste to CPU
