Hard drive shows up in device manager but no in disk management

I have a few months old Seagate 2tb HDD that just today began to not show up in my drives in file explorer. I also screwed with SATA and power cables (to no prevail). It was previously assigned a letter and didn't show any sign of failure, any help?

Could easily be a dead hdd, can you try it in a different systems?

It shows up when I put in that command in powershell.

Can you format it in another system?

 

Otherwise you can clear the drive with clear-drive.

I don't have the ability to test it on a different system. However, since I was using it before, it should already be formatted, right? If I must clear it the drive, is there any way to recover some of the data?
